You can now sign up for new utility service with Smithfield City and Xpress Bill Pay will take your application online. Smithfield City and Xpress Bill Pay have partnered to provide new and exciting services for you. Simply choose "Checkout as Guest" when you click HERE. You can now pay your utility bill without creating an account. Online credit card payments are accepted through Xpress Bill Pay. We accept cash, check, money order and credit cards at the city office. Please notify the city office if you can’t pay by this time to avoid water services being turned off. Utility bills go out by the 1st of the month and are due by the 15th.
